Yet even in the midst of such negotiations, the Xochiapulquenses recognized a clear distinction between the Mndez faction and the Alatriste group, whom they believed had committed many abuses and had seized many properties. Marcial Guerrero, one of the leaders of the Liberal Battalion, was among those who had once supported the Mndez faction. He had been in Xochiapulco at the time the Mndez faction began raiding and undermining the pueblos of the sierra.43 His account of those events, however, was highly critical of the Alatriste group.44
The Xochiapulquenses struggled with these issues too, but the results were more ambiguous. The Mndez faction had quickly taken over the local administration and civil services, depriving the Xochiapulquenses of their traditional leaders and the influence they had over local affairs. But those who had aligned with the Alatriste faction had been more cautious, taking a longer view over the meaning and benefits of their actions. They accepted in principle the principle of individual right to property, and they had a long tradition of negotiating with the Liberals over the meaning of property relations. The Xochiapulquenses, like the other village leaders in the sierra, entered into negotiations with the Mndez faction, which they trusted more. By 1864, most villagers had accepted by and large the loyalty of the Mndez faction, whose protection they had enjoyed in the last few years of the decade of struggle under the imperial regime.42
Within the Xochiapulco community, the negotiations with the Mndez faction were also a struggle over the meaning of property and the role of leaders within the communities. In the four years of the controversy, both sides had managed to extract significant concessions from each other. The Xochiapulquenses, for example, had finally accepted the independence of the villages, and the Mndez faction had accepted the continued existence of the pueblos. Yet the Alatriste group still managed to undermine the village government and the legitimate authority of the village leaders. Moreover, within the Xochiapulquense community, many still saw the conflict as a conflict between two legitimate factions.
